In Kemin, a bypass road has been proposed.
Turmush reported that on March 26, a meeting took place in Tokmok with local residents and leaders of state bodies and local self-government in the eastern zone of the Chui region (including Kemin, Chui, Issyk-Ata, and Alamudun districts). This event was organized at the request of President Sadyr Japarov to promptly address the pressing issues faced by the population.
Yakupova highlighted the necessity of constructing a bypass road that should start from the village of Chym-Korgon and bypass the villages of Boobek, Ak-Beket, Zhany-Alysh, and the city of Kemin. She noted that there is a high level of traffic accidents on the Bishkek—Naryn—Torugart section, and the creation of a bypass road is critically important for the safety of residents.
In Yakupova's opinion, the situation with roadside cleaning is unacceptable. She pointed out that the collection of garbage along the highways by government employees is a "shameful phenomenon," as it is a direct responsibility of road services. To combat violators, Yakupova proposed installing video cameras. "Fines collected from those who throw garbage in unauthorized places could become an additional source of income for the budget," she added.
Additionally, Yakupova drew attention to the fact that the courts of elders remain overlooked, despite their great potential. "If these courts were supported, many minor disputes and cases of domestic violence in villages could be resolved on the spot, based on the wisdom and authority of the older generation," she believes.
The head of the Traffic Safety Department of the Ministry of Internal Affairs, Azanbek Kozukeev, responded to the activist's proposals. "At the moment, the issue of constructing a bypass road in the Kemin district has not been discussed. However, we will prepare a request to the Ministry of Transport for further study of this initiative," he stated.
