
The funds will be used for building repairs, creating new groups, improving the qualifications of educators, and implementing a PPP model with vouchers.
According to the press service of the Jogorku Kenesh, a draft law on the ratification of an agreement with the International Development Association regarding additional financing for the "Education for the Future" project has been submitted to parliament.
The Association will allocate an amount of $6.36 million, of which $4.36 million will be provided as a loan and $2 million as a grant. As stated in the justification note, the loan term is 50 years, with the first 10 years considered a grace period. The interest rate is 0%, and repayments will begin only from the 11th year, made in small installments.
These funds will be directed towards opening new kindergartens—repairing and equipping 9 buildings, including returned kindergartens and other facilities where full-day groups will be created. The number of places will also increase—128 premises in existing kindergartens will be reconfigured to open additional groups. As part of the pilot PPP project, a model with vouchers will be tested, where the government partially finances the services of private kindergartens, which should accelerate the process of creating new places. At the same time, training sessions will be held for nearly 400 specialists, including educators and women entrepreneurs planning to work in the field of preschool education.
