As part of this agreement, Washington commits to providing financial assistance, while the International Organization for Migration will ensure that migrants receive food and housing.

Costa Rica has already had experience in accepting deported migrants from the USA. In February 2025, it agreed to temporarily host 200 migrants, including citizens from India and Central Asian countries. Similar measures have also been adopted by Panama, El Salvador, Rwanda, and Libya, agreeing to accept foreign nationals expelled from the USA.

The authorization for the deportation of migrants to third countries was issued by the U.S. Supreme Court in June 2025.
