
According to assumptions, under the former mayor, about 100 apartments were distributed without adhering to legal norms, leading to suspicions of free housing transfers, which could negatively impact the financial state of the company.
The situation escalated after complaints from local residents whose homes were demolished. They claim that 66 families were offered apartments in new buildings constructed by the MMC, but the process was accompanied by violations, such as the absence of official agreements and independent assessments of the lost housing. Additionally, the displaced residents were given only two to three days to move.
The vice-mayor of Osh, Shumkarbek Paiziev, emphasized that the current status of the MMC does not imply free housing transfers, neither for the displaced nor for other categories of citizens.
According to him, it is precisely because of this legal inconsistency that difficulties arise in the registration of apartments. The authorities intend to amend the company's regulations through the city council.
Meanwhile, users on social media link the current problems to decisions made by the former mayor, Jenishbek Toktorbaev, suggesting that he may have distributed about 100 apartments free of charge.
Despite the lack of official confirmation of this information, it is known that the apartments were previously allocated to graduates of the Shchepkin Theater School, large families, and parents of triplets.

The municipal mortgage enterprise of the Osh mayor's office is a unique structure for Kyrgyzstan: there are no analogs at the local level in other regions. Established in 2018, it initially dealt with the distribution of surplus housing for those affected by the events of June 2010, but has now expanded its activities to include subsidized mortgage programs and shared construction projects.
According to official data, more than 1,000 people are in line for housing, with some waiting for their apartments for over six years.
The editorial team of 24.kg requested comments from the Osh mayor's office and the MMC; however, the municipality reported that information would be provided later, while the MMC management refrained from commenting at the time of publication.
By the end of 2024, the MMC commissioned 170 apartments. In 2025, the construction of 14 facilities is planned, of which 3 will be implemented under mortgage programs, and 11 will be within the framework of shared participation. Contracts have been signed for 1,052 apartments, and the introduction of another 3,018 apartments is planned for 2025–2027.
