No Water and Toilet: The Building That Receives People with Disabilities in the City of Manas

In Manas, at the new office of the Jalal-Abad inter-district medical and social expert commission, there are no restrooms or water supply. Moreover, the waiting room furniture is already heavily worn out.

In the current building, there are only two rooms functioning: one is designated for archive storage, while the other is where four doctors work, receiving citizens. However, this room is also not spacious enough, making it difficult for patients to move around.

This situation has caused dissatisfaction among people with disabilities and their families, who face a lack of necessary conditions.

Zhumakan Zharkulova, the head of the "Asylai-Ai" disability society, noted that people who have difficulties controlling urination come here, as well as those who suffer from mental disorders or cannot sit on the chairs placed in the corridor. The lack of a restroom and water creates serious problems for people with weakened health.

“This medical and social expert commission (MSEC) is a place where people with disabilities come. Pay attention to the old chairs on which patients wait for their turn. People with spinal problems cannot sit on this furniture. Although modern buildings are being constructed in the city, we, people with disabilities, do not feel any improvements in conditions. Those who come here should be provided with the opportunity to wait on more comfortable furniture. Inside the building, there is no restroom for people with disabilities, and the one outside is located far away. If a seriously ill person comes here, they are unlikely to reach the restroom. Four doctors receive us in one small room. Although they do their job, the conditions for receiving patients leave much to be desired. If a person with epilepsy feels unwell in this cramped space, it could lead to serious consequences. Additionally, a patient with a mental disorder may unexpectedly harm another person. People who already have difficulty moving may worsen their condition. This is the reality for people with disabilities,” she added.

This institution has become a new workplace for people with disabilities since January of this year.

Kanbolot Musaev, the head of the Jalal-Abad inter-district medical and social expert commission, confirmed that the conditions in the working space are indeed limited.

He also reported that the previous building, where the commission was located, had become dilapidated and is subject to demolition, which is why the construction of a new building has begun.

“We are temporarily in this building, and the issue with the new premises will be resolved in two years. The current location is close to polyclinic No. 1, which allows citizens to consult doctors. Indeed, as residents note, there is a problem with the lack of space,” he noted.
