The City Hall of Nookat is conducting legal proceedings regarding facilities in the water protection zone of Chechme-Sai.

In the city of Nokat, the legal battle continues over properties located in the protected water conservation zone of the Chechme-Sai canal.

According to information provided by the city administration, the court proceedings concern two large buildings constructed directly above the riverbed of the canal and have been ongoing for 17 years. The city authorities are once again trying to reclaim these lands for state ownership and demolish the structures.

As reported by the municipality, in 2007, based on a decree from the city administration, the plots within the water conservation zone were transferred into private hands. At that time, the mayor was Y.A.

Currently, four illegal constructions have been identified in the protected zone of the Chechme-Sai canal. Court decisions have already been made regarding two of them: one building has been demolished, while the lawsuit concerning the other was dismissed. Legal proceedings continue regarding the remaining two properties.

The first of the disputed structures, which has an area of 160 square meters, is built directly over the riverbed. In 2011, the district prosecutor filed a lawsuit demanding the demolition of the structure and the restoration of the plot; however, the process has dragged on for many years.

In 2025, the city administration, together with the city council, filed a new lawsuit. The hearing scheduled for March 13 was postponed to March 31 due to the absence of the parties.

The second object is a two-story building with an area of 190 square meters, located along the important Osh—Batken—Razakov highway, also situated above the Chechme-Sai canal. Currently, it houses a shopping center.

In 2022, the Ecological Inspection achieved a partial demolition of the structure that extended beyond the "red line" of the road; however, the main part of the building remains untouched.

There is information that the property is registered under relatives of the deputy of the Jogorku Kenesh, N.A. The court hearing for this case has also been postponed to March 31.

Representatives of government agencies (Emergency Situations Ministry, Sanitary and Epidemiological Service, State Construction, Architecture) have stated that these constructions violate legislation. The Chechme-Sai canal is a key element of the infrastructure, through which mudflows from the dam located above the city pass. "In recent years, the riverbed of the canal has significantly narrowed due to illegal construction on the banks and directly above the water. Previously, this canal could freely accommodate large volumes of floodwaters, but now the construction poses a real threat of flooding the city," specialists note.
