
During the meeting between the Minister of Foreign Affairs of Kyrgyzstan Jeenbek Kulubaev and his Montenegrin counterpart Ervin Ibrahimovic, key issues regarding bilateral cooperation were discussed.

During the negotiations, Kulubaev informed Ibrahimovic about the large-scale political and economic transformations in Kyrgyzstan aimed at creating a favorable investment climate and sustainable development. Special attention was given to projects of regional significance, such as the construction of the China-Kyrgyzstan-Uzbekistan railway and the "Kambar-Ata-1" hydropower plant.
Speaking about bilateral issues, the ministers noted that Kyrgyzstan and Montenegro have much in common: both countries are mountainous with rich water resources and high tourism potential. In this context, they discussed opportunities for cooperation in hydropower and environmentally friendly economies, as well as sharing experiences in tourism.



The discussion of institutional strengthening of relations also became an important part of the negotiations. The parties talked about expanding cooperation between governments and developing inter-parliamentary dialogue, as well as the need to improve the legal framework.
The parties emphasized the importance of joint work in the field of mining and cooperation on climate change adaptation and environmental protection.
The Kyrgyz side invited the Montenegrin delegation to participate in the VI World Nomad Games and the second Global Mountain Summit "Bishkek+25".
As a result of the meeting, a cooperation program between the ministries of foreign affairs for 2026–2027 was signed, along with a memorandum of cooperation in training personnel for the diplomatic service.
On the same day, a ceremonial opening of the Honorary Consulate of Montenegro took place, headed by Beknazar Asanov.
The Deputy Minister of Foreign Affairs of Kyrgyzstan, Meder Abakirov, noted that there is much in common between the two countries — mountains and clear skies, which creates a foundation for mutual understanding and cooperation.
In his speech, Ervin Ibrahimovic emphasized the significance of the visit and expressed hope for further development of dialogue.
“Montenegro has a clear vision of its development after 20 years of independence. We continue to contribute to global stability and are interested in establishing new connections in areas such as tourism, energy, and agriculture,” he noted.

He added that in recent years, relations between the countries have been actively developing.
“We have had constructive dialogue not only at official meetings but also in informal settings. It is necessary to strengthen economic cooperation and friendship between our peoples,” the minister clarified.
The honorary consul Beknazar Asanov expressed gratitude for the trust placed in him and highlighted the significance of this event:
“Montenegro is famous for its mountains and sea, while Kyrgyzstan is known for the majestic Tian Shan and Lake Issyk-Kul. These natural riches shape the unique character of our peoples.”

He also expressed pride in the opportunity to represent his country and emphasized the importance of strengthening mutual understanding and cooperation between the states.
A representative of the business community, Askar Salymbekov, congratulated the participants of the event on behalf of the business circles and noted that both Kyrgyzstan and Montenegro have proud, brave, and hospitable people. He emphasized that the development of tourism is an important aspect and that Kyrgyz people have much to learn from Montenegrins in this area.

As the participants of the event emphasized, the opening of the consulate will be an important step in strengthening relations between Kyrgyzstan and Montenegro, as well as in developing bilateral cooperation.
