A New Rule Has Emerged in the Jogorku Kenesh Following the Situation with Erlan Kokulov
In this regard, the rules for the use of 10-minute speeches have been changed. Now, before speaking, parliamentarians must first present their topics to the faction leader and the speaker. If the topic is deemed relevant, the speech will receive approval.
These measures were adopted following an incident involving deputy Erulan Kokulov, who had repeatedly requested 10 minutes for speeches over the past two months, during which he criticized members of the press. Some deputies expressed the opinion that the podium of the Jogorku Kenesh should not be used to resolve personal conflicts.
