Representatives of the construction company from Osh reported that the Public Foundation "Kyrgyzstan Maarif" has not paid them 44 million soms for repair work.
Saliev noted that in July 2025, a contract was signed between the director of the fund and Ata Stroy Group for the performance of repair and restoration works in seven educational institutions (previously known as the "Sapat" network lyceums) across the country. These facilities are located in Karakol, Kyzyl-Kiya, Kadamjai (the Semetey lyceum), Jalal-Abad, Osh (the Sema lyceum), as well as in two educational institutions in the Talas region — the Manas-Ata lyceum and the women's lyceum Meerim.
The initial cost of the contract was 146 million soms, and the deadline for the work was set at 55 days (from July 1 to August 25). However, additional tasks arose during the work due to the poor condition of the buildings. "By August 25, we completed work worth 155 million soms. Due to unplanned volumes, the deadline for the lyceum in Talas was extended to September 20. As a result, the total amount of work performed exceeded the initial amount by 44 million soms. We repeatedly tried to discuss the situation with the fund's director, Khusnu Birjan, but we were promised a technical inspection that lasted a month, and in the end, they stated that they did not trust our calculations and refused to make the payment," Saliev said.
According to the contractor, the work was completed for a total of 175 million soms, of which they received only 131 million soms. He also reported that the delay in payment has put the company in a difficult position. The debt includes about 7 million soms in taxes, employee salaries, and loan repayments that were taken out to implement the project.
The company's supply master expressed the opinion that the delays occurred due to the incompetence of the client in choosing materials. According to him, the fund's representatives took a long time to agree on the design and colors, and after the painting was completed, they demanded repainting the walls, claiming that "the color is wrong," even though the work was done according to the codes they themselves agreed upon. "The estimate did not specify specific brands of materials. We relied on the average price of paint (2-3 thousand soms), but they ultimately chose materials costing 100 dollars. The technical inspectors from Turkey constantly changed their requirements, leading to endless replacements of materials and loss of time," he added.
The contractor's representatives reported their intention to recover the debt through law enforcement agencies.
The Kyrgyzstan Maarif fund clarified that the amount of the contract signed on July 1, 2025, was 146 million 87 thousand 848 soms. It was also revealed that on August 28, 2025, representatives of the fund visited the Manas-Ata, Semetey, and Meerim lyceums in the Talas and Batken regions and found that these institutions were not ready for the new school year. Similar problems were identified at the K. Karasaev lyceum in Karakol and the Alymbek-Datka lyceum in Osh.
According to the fund, all payments were made on time, depending on the volume of work performed and based on the estimates.
