” this important issue was discussed.
According to the deputy of the “legendary parliament” Kemel Ashyraliev, a deputy should represent the interests of the people, having received a mandate from the voters. In an interview with the agency “Kabar”, he emphasized that elected representatives should focus on solving important public issues rather than their personal affairs.
Ashyraliev also pointed out that the deputies of the “legendary parliament” (Supreme Council of the Kyrgyz SSR, 1990–1994) approached every aspect of their work with great responsibility — from the words spoken to their appearance.

“Every deputy has the right to speak and must understand that their speech in parliament should be prepared in advance. There have been moments when one had to speak spontaneously, but even in such cases, it is necessary to choose words carefully. We always paid attention to the content of our speeches, our behavior, and appearance. When the podium is used to discuss personal problems, it distracts from more important issues concerning society and the state,” he noted.
Deputy of the VIII convocation Elvira Surabaldiyeva mentioned at a parliamentary meeting that some deputies have the opportunity to speak several times in a row.
“Sometimes one deputy is given the opportunity to speak several times in a row. Each of us has our own thoughts, but personal problems and grievances should be discussed in other formats, such as podcasts or media. The parliamentary podium should serve to express the opinions of voters and discuss significant issues. Personal experiences should not take up its time,” emphasized Elvira Surabaldiyeva.
Chairman of the Jogorku Kenesh Marlen Mamataliyev also called on deputies to use parliamentary time wisely and discuss only those issues that are important for the state.
“We discussed this with the leaders of the deputy groups. In the future, each deputy will request 10 minutes at the Jogorku Kenesh meeting (within the framework of the regulations — “Hour of Various Questions”) only after coordinating with the leader of their group. Deputies not belonging to groups can request time independently. I urge everyone to raise only important issues related to reforms and social problems. It is necessary to maintain discipline. For example, in London, questions are submitted for consideration in advance and included in the agenda only after the chairman's approval. If you agree, we can introduce similar changes,” said Marlen Mamataliyev.
It has been noted that recently, personal issues raised at the Jogorku Kenesh podium have caused dissatisfaction among citizens. This forms a negative perception of the professional ethics and competence of deputies.
