At the meeting of the Committee on Finance, Budget, Entrepreneurship, and Competition Development, the draft law "On Amendments to the Law of the Kyrgyz Republic on Public Procurement" was reviewed and received approval in the first reading.
Deputy Dastan Bekeshev was the initiator of this draft law.
According to Bekeshev, the main goal of this draft law is to ensure the implementation of the constitutional right of people with disabilities to free access to social, transport, and engineering infrastructure, as well as to goods and services funded from the state budget. This implies the integration of accessibility requirements into the public procurement system of the Kyrgyz Republic.
The deputy emphasized: "The implementation of this draft law will optimize budget expenditures, as taking into account accessibility requirements at the design stage of facilities will be significantly cheaper than subsequent adaptation."
In addition, the Committee also reviewed and approved draft laws related to venture financing, including "On Venture Financing" and "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Venture Financing," which also passed the first reading.
These draft laws were proposed by the Cabinet of Ministers.
The Deputy Head of the National Investment Agency, Zhalyn Zheenaliev, noted that the new draft law proposes the introduction of concepts such as "venture financing, venture investor, venture manager, venture fund, business angel, startup, option agreement, and option pool."
