During an on-site commission of the BGK, the deputy drew attention to the proximity of future facilities to the cemetery. A week later, he returned to the site and measured the distance from the cemetery fence to the under-construction health center himself.
“The distance is about 26 meters, although according to sanitary norms it should be at least 100 meters,” emphasized Asanbekov.
According to the deputy, the construction is being carried out by the companies "Nurzaman" and "Shirin Business Group," including the health center and a residential complex.
He reported on the holding of an on-site commission with the participation of architects, representatives of the State Sanitary and Epidemiological Surveillance Center, relevant services, and local residents.
“According to sanitary norms, the minimum zone from the cemetery is 100 meters. Construction is prohibited within this radius, yet it is being carried out only 30 meters from the graves. This is a serious violation of the law,” stated Asanbekov.
The deputy noted that the cemetery is actively used. The developers presented a letter from the village council from 2018, claiming that the cemetery is closed.
He also pointed out the presence of fresh graves and published photographic evidence of burials dated 2026 on his social media page.

“Some burials are dated 2018, 2019, and even 2026. Therefore, it cannot be claimed that the cemetery is not in use,” he noted.
Asanbekov believes that the construction permit was issued illegally.
“Thus, the architectural management of the Alamedin district issued a construction permit without complying with the norms. I plan to appeal to the prosecutor's office to check the legality of the issued documents and assess the actions of officials,” said the deputy.
He also commented on the accusations from the Ministry of Construction of the Kyrgyz Republic, which previously reproached him for spreading false information.
“I am a deputy of the Bishkek City Council and do not spread rumors. I only speak about facts. If they claim that I am lying, then the press service of the Ministry of Construction filmed a video from a different angle and states that there are no violations. Esteemed ministry, do you consider me a fool?” he added.

The deputy emphasized that the task of the relevant authorities is not to deny the problem, but to check the legality of the issued permits.
If there are violations, it is necessary to identify those responsible for issuing the documents and hold them accountable to the fullest extent.

Representatives of the construction companies claim that they have all the necessary permits legally.

It should be noted that Imanalieva Street is in close proximity to the cemetery fence, and there is currently construction of a residential building and a health center taking place there.
However, the question arises about the moral aspect of construction in such close proximity to places of fresh burials: will anyone really be rehabilitated in a center located just twenty meters from the cemetery? And what is it like to live with a view of graves?
