On the official website of the State Duma, Chairman Vyacheslav Volodin presented information about the prepared amendments to the legislation concerning migrants. According to this initiative, labor migrants will be required to confirm their income, as well as the income of family members, which must not be lower than the subsistence minimum in a specific region. In addition, the introduction of a fixed advance payment is proposed.
The speaker emphasized that in case of non-compliance with these requirements, migrants may face refusal to obtain or cancellation of their patent and work permit, which will lead to a reduction in their stay in Russia. Income verification will be conducted by the tax authorities and the Ministry of Internal Affairs. It is also reported that migrant children will have to leave the country within 30 days after reaching the age of 18.
There are also expectations of tightening conditions for those who have received temporary residence permits or residence permits. Such documents will not be issued or may be canceled if a foreign citizen has worked for less than 10 months during the year.
“We are proposing new measures to expand control over labor migrants and their families, which will help in the fight against illegal migration,” said Vyacheslav Volodin.
According to data posted on the website, in 2025, 2.3 million patents were issued to foreign citizens for labor activities in Russia, which is 9% more than in 2024. All migrants made advance payments on personal income tax (PIT), the total amount of which was 172 billion rubles, which is 39% higher compared to the previous year.
The largest payment amounts were noted in Moscow, St. Petersburg, the Republic of Tatarstan, as well as in the Moscow, Leningrad, and Sverdlovsk regions.
In Volodin's opinion, the growth of these indicators indicates the withdrawal of labor migration from the shadow economy.
