The level of digital hate among teenagers studied in Kyrgyzstan

In Kyrgyzstan, the Ministry of Education held a discussion on the issues of online aggression among youth.

According to the information from the ministry, the public fund "Taalim-Forum" completed a study conducted in 2025, dedicated to the spread of cyberbullying and digital hate among teenagers and youth. A total of 2,096 people aged 12 to 25, representing 128 educational institutions across Kyrgyzstan, including Bishkek and Osh, were surveyed.

The results of the study showed that over the past year, every second young person encountered manifestations of online aggression, and for many of them, negative experiences in the digital space have become a common occurrence.
The discussion also touched on the connection between bullying in real life and online aggression. It was found that conflicts starting at school continue online and affect the psycho-emotional state of young people.

During the discussion, recommendations were proposed for creating a safe digital environment in educational institutions. This includes improving the regulatory framework, legally defining the term "cyberbullying," and developing a national strategy for protecting children online.

The importance of developing digital culture, implementing digital ethics programs, and training educators and psychologists to address safe online behavior and provide psychological support to students was also emphasized.


Participants noted that reducing cyberbullying among youth requires joint efforts from schools, families, and digital platforms. Currently, the "Taalim-Forum" is developing a practical guide for educators that will focus on recognizing, preventing, and responding to cases of cyberbullying.
