Bekeshev: Moped Couriers May Be Left Without Jobs

At a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev expressed the opinion that couriers using mopeds may find themselves out of work due to new legislative initiatives regarding road safety.

According to the data from the Main Department for Ensuring Road Safety, last year, due to the actions of scooter drivers, there were 1,015 traffic accidents, resulting in 39 fatalities.

Bekeshev noted that the changes in legislation will come into effect six months after being signed. He raised the question of whether the relevant government agencies will be able to register motorcycles and mopeds in time.

The response from the Deputy Director of the State Center for Vehicle Registration and Driver Licensing, Tolubai Dzhakyshev, was that after the law is passed, by-laws will be developed.
However, Bekeshev expressed doubt: "There clearly won't be enough time to legalize a thousand mopeds," he said.

The Deputy Director of "Unaa" confirmed that most mopeds lack the necessary documents, and a clear mechanism for legalization is needed for their registration.

According to Bekeshev, a large number of couriers may be left without work and seek assistance from deputies.
He added: "Yes, the subcategory A1 is needed, but registering mopeds and training people in six months is unrealistic."

The Chairman of the Committee on Judicial and Legal Issues, Law and Order, Combating Crime, and Counteracting Corruption, Suyunbek Omurzakov, noted that many drivers operate mopeds without licenses, leading to violations and accidents. This is why a category of licenses for mopeds is necessary.

Omurzakov also emphasized that mopeds need to be registered first, and that the allotted time is clearly insufficient. "Taxi drivers were given more time to obtain a license, and deadlines were extended because they couldn't keep up. How will couriers be able to operate mopeds if they don't manage to get their licenses?" he added.

Dzhakyshev reported that training in driving schools began two weeks ago, and for obtaining an A1 license, it is sufficient to complete practical lessons for those who already have an A category license.

Bekeshev responded: "If you can guarantee that everything will be done in time, then I will support this bill."

The Deputy Head of "Unaa" assured that he is ready to take responsibility and that the law will serve as a basis for developing the necessary by-laws.
