Deputy Dastan Bekeshev questioned the timelines for registering mopeds and motorcycles

The state institution "Unaa" assured that they will manage to complete all necessary activities within the established deadlines.


During the meeting of the Jogorku Kenesh, a draft law concerning amendments to legislative acts related to road safety was discussed.

During the discussion, Deputy Dastan Bekeshev pointed out that the proposed changes would take effect six months after their adoption. He questioned whether this time frame was sufficient for the registration of mopeds and motorcycles.

Deputy Head of the state institution "Unaa" Tolubai Jakishev noted that currently these vehicles are not registered. He added that after the law comes into force, subordinate legislation will be developed to allow for their registration.

Bekeshev indicated that registering over 100,000 mopeds in six months could be challenging and suggested considering the possibility of their legalization.

Jakishev supported this idea, noting that most mopeds do not have documents, as they were imported without official registration or have forged papers.

“It might indeed be worth discussing options for legalization,” the official added.

Dastan Bekeshev also reminded that he had previously suggested including the issue of moped legalization in the agenda for the second reading, but his proposal did not receive support. He emphasized that otherwise, many couriers could be left without work.

“In six months, people will come to us with complaints. Perhaps it is worth returning the draft law to the committee for further development. I support the requirement for category A1 driver's licenses, but time is needed to prepare drivers. Six months may not be enough,” the deputy expressed his opinion.

Tolubai Jakishev assured that all necessary procedures would be completed on time.

Despite the discussions, the draft law was adopted in the second reading.
