This document amends the government resolution "On Licensing Issues for Certain Types of Activities," dated December 14, 2023, No. 678. The main goal of the changes is to simplify the process of obtaining licenses in the field of architecture and construction, as well as to further digitize this sector.
According to the new draft, specialists holding state qualification certificates will be able to be employed only in one organization on a permanent basis.
This rule will apply both at the time of obtaining the license and at the beginning of architectural or construction activities.
Additionally, the draft proposes to change the procedure for confirming the documents required for licensing. In particular, information about tax payments from specialists will be received automatically through the state information system.
It is also planned to abolish certain requirements for the document package — specifically, subparagraphs 4 and 5 of paragraph 2202 concerning licensing will be declared invalid.
The government emphasizes that these innovations are aimed at:
- reducing the time for document review;
- minimizing the impact of the human factor on the licensing process;
- ensuring transparency in the employment of specialists;
- increasing tax and social contributions to the budget.
According to preliminary estimates, the implementation of this project could bring approximately 700 million soms to the budget annually.
