In Osh, an inspection has been initiated to determine the legality of building constructions near facility No. 25 of the State Penitentiary Service.

On February 16, 2026, a discussion regarding the status of residential and social facilities located near this penal institution took place during a raid organized by former mayor Jenishbek Toktorbaev.

During the raid, Toktorbaev proposed relocating residents from the area to create bus stops and parking spaces on the vacated territory.



On March 10, 2026, the Osh Regional Department of Urban Development and Architecture announced that the land is not public and belongs to the pre-trial detention center No. 25. This statement raised numerous questions among citizens: if the area is closed, then why are sanitary norms not being observed, and how was construction possible on a protected territory?

Lawyer Zhyldyz Kadyrova explained that according to legislation, the sanitary protection zone around places of deprivation of liberty must be at least 100 meters. “In this zone, it is prohibited to build residential buildings, schools, kindergartens, hospitals, and other public institutions. These requirements are enshrined in urban planning and epidemiological norms,” she added.



Nearby pre-trial detention center No. 25, private shops, catering establishments, and the kindergarten "Ak-Zholtoy" are already functioning, which, according to some sources, is managed by the city police department. The State Penitentiary Service promised to provide information about the legality of all facilities in this area soon.

The question of relocating pre-trial detention center No. 25 outside the city has been raised for several years, as the building is located in the historical center of Osh. It was built in the 19th century and is popularly known as "Kamchybek's prison."

According to historical data, in the 1890s, Kamchybek, the son of Alymbek Datka and Kurmanjan Datka, erected a caravanserai here for traders. Later, the building was converted into a pre-trial detention center. There are reports that in 1894, Kamchybek himself, accused of murdering Russian customs officials, was held in custody within these walls.
