He emphasizes the necessity for commission members to have experience in conducting elections.


At a meeting of the committee on constitutional legislation of the Jogorku Kenesh, a draft law was discussed regarding the reduction of the number of members of the Central Election Commission (CEC) from 12 to 8.

Deputy Dastan Bekeshev expressed the opinion that reducing the CEC's composition is not fundamental; however, a smaller number may expedite the decision-making process.

He also noted that candidates have certain concerns: "Currently, sometimes someone expresses disagreement, and this creates a sense of democracy. If it becomes the case that no one is against, it will create a problem." For the second reading of the draft law, Bekeshev proposed to clearly define the criteria and requirements for candidates for membership in the CEC, emphasizing that only professionals with election experience should work in the commission.

“We have a number of experienced specialists, but there is also a category of so-called 'parachutists' who, unfortunately, do not understand the election process. When communicating with them, it is evident that they are far from this topic,” he noted.

Nurbek Sydygaliev, one of the initiators of the draft law, supported his colleague and agreed on the necessity to stipulate the requirements for the experience of CEC members in the document.

As a result of the discussion, the draft law on reducing the number of the election commission was approved in the first reading.
