This document has been developed in accordance with Kyrgyzstan's international obligations, which were adopted after signing the ADR agreement, as announced on June 30, 2025, within the framework of Cabinet Resolution No. 379.
The ADR agreement aims to regulate international transport of dangerous goods by road and establishes general safety rules, including classification, packaging, labeling, and organization of transport.
These rules apply between the participating states and are applicable to goods transported through the territory of at least two countries.
In Kyrgyzstan, several government agencies will be involved in the implementation of the agreement, such as:
- Ministry of Transport and Communications,
- Ministry of Internal Affairs,
- Ministry of Emergency Situations,
- Ministry of Water Resources, Agriculture, and Processing Industry,
- Center for Standardization and Metrology,
- Veterinary and Phytosanitary Supervision Service.
- The coordinating body will be the Ministry of Transport and Communications.
The explanatory note emphasizes that the need to implement new rules is due to the high level of danger associated with the transport of such goods. Improper transportation can lead to serious incidents, including traffic accidents, explosions, and fires, making the establishment of unified norms and standards extremely important for improving the quality and safety of transport.
It is stated that the adoption of this draft will not require additional financial expenditures from the republican budget and will not lead to negative social, economic, or environmental consequences.
