This initiative is part of the implementation of the National Program approved by the presidential decree, aimed at the country's development until 2030.
The main objective of the program is to create an integrated knowledge ecosystem by 2030 that will unite science, education, intellectual property, and innovation. The emphasis is placed on more actively integrating the results of scientific research into the economy and transforming them into competitive technologies and products.
This project encompasses several previously independent areas—science, higher education, intellectual property, and innovation—into a unified system.
The key areas of the program include:
- increasing funding for scientific research and development to 0.5-1% of GDP, using state budget funds, private investments, and international grants;
- establishing a national fund to support science and innovation;
- developing scientific centers and branches of the National Academy of Sciences in the regions;
- introducing a mechanism for state orders for scientific research in priority sectors of the economy;
- actively involving Kyrgyz scientists in international scientific initiatives;
- improving the quality of specialist training, developing dual education, implementing micro-qualifications, and expanding academic mobility for students and teachers.
Special attention will be paid to engineering, IT, pedagogical, and medical education, which are considered strategically important for the country's economy.
The program also includes the creation of technoparks, business incubators, accelerators, FabLab laboratories, and technology transfer centers, as well as the formation of a national venture fund to support technology startups.
It is planned to simplify and digitize the process of registering intellectual property objects, as well as to encourage universities to commercialize the results of scientific research.
The implementation of this program is expected to increase the level of innovative activity, create new high-tech jobs, and improve Kyrgyzstan's position in international university and innovation rankings.
After the approval of the new resolution, the program will replace the current State Program for the Development of Intellectual Property and Innovation for 2022-2026.
