In response to a request from Autonews.ru, officials noted that vehicles registered in EAEU member countries can legally move around the Russian Federation provided they comply with local laws.
According to representatives of the Ministry of Internal Affairs, to participate in road traffic, a valid OSAGO insurance policy must be in place, which specifies the driver of the vehicle. The use of vehicles registered in EAEU countries, such as the Kyrgyz Republic, is possible without the application of temporary importation.
However, the ministry emphasized that drivers intending to use the vehicle permanently in Russia are required to register it with the traffic police.The driver must apply to the registration department to register the vehicle within 10 days from the date of acquiring ownership, if it was not previously registered in Russia, the Ministry of Internal Affairs clarified.
Additionally, for registration, a valid electronic vehicle passport (EPTS) is required.
Thus, to register a vehicle that was previously registered outside of Russia, it is necessary to provide a completed electronic passport, confirmation of passing a technical inspection, and fulfillment of other requirements established by Russian legislation, the Ministry of Internal Affairs added.
The agency also discussed the situation regarding vehicles registered abroad and driven under a power of attorney.
Such vehicles, provided that legislation is followed, can participate in road traffic on the territory of Russia, and the person driving the vehicle under a power of attorney is not required to register it with the State Traffic Safety Inspectorate, the Ministry of Internal Affairs reported.
At the same time, all property risks associated with the termination of the power of attorney, revocation of authority, or claims from the owner lie with the person who is actually driving the vehicle, the Ministry of Internal Affairs emphasized.
