The ministry reminded that the Law of the Kyrgyz Republic "On Biological Safety in the Kyrgyz Republic" was adopted on January 23, 2025, which establishes the legal framework for ensuring biological safety and protecting the population from potential negative impacts of biological agents and biotechnology products. It is now proposed to approve the procedure for preventing and mitigating biological threats.
According to the justification note, "the relevance of biological safety issues is increasing today in light of new risks and threats observed globally. In recent years, many countries have strengthened their measures to enhance the effectiveness of biological safety systems."
The draft procedure includes seven chapters and 18 points, covering the following areas:
- identification of types of biological threats;
- determination of levels of biological risk;
- distribution of powers among responsible authorities;
- regulation of monitoring, preventive measures, and response;
- establishment of norms for the physical protection of hazardous biological facilities;
- implementation of a system for accounting and tracking biological agents;
- determination of the procedure and grounds for the destruction of hazardous biological substances.
- development of unified legal and organizational mechanisms;
- determination of requirements for the physical protection of high-risk biological facilities;
- establishment of procedures for interaction between government bodies;
- determination of grounds and procedures for the destruction of potentially dangerous biological agents and products;
- implementation of a system for accounting and tracking biological substances.
The adoption of this procedure will allow:
- to enhance the level of national biological safety;
- to ensure early detection and localization of biological threats;
- to reduce the risks of biological emergencies;
- to ensure transparency in the handling of potentially dangerous biological agents.
