Bekeshev requests to cancel the mandatory requirement for obtaining permission for a child's departure in one case

At the meeting of the Jogorku Kenesh on March 5, Deputy Dastan Bekeshev addressed the Presidential Administration with a request to abolish the requirement for obtaining permission for a child's departure if the parent is not involved in their upbringing.

He noted that there are many cases where children cannot leave the country. "There are parents who not only do not care for their children but also manipulate the situation by threatening not to give consent for departure. For example, a woman living in Europe with her child faces a problem: her ex-husband threatens that he will not give permission for departure if his request for buying housing or transferring money is not met. This is blackmail that has reached absurd proportions, as he uses his consent as leverage. If a parent is not involved in the child's life and does not pay alimony, then permission should not be required. And what should be done in a situation where the parent simply disappears? How can one then participate in competitions or go abroad for treatment?" Bekeshev asked Deputy Head of the Presidential Administration Almaz Raimbekov.

In response, the official noted that they often receive such requests.

"This is indeed a complex issue. We have even studied the experience of the UN and are currently working on finding a solution," Raimbekov added.
