A system for the early detection of biological threats will be established in Kyrgyzstan
As part of the project, the establishment of a comprehensive system for monitoring, detecting, and responding to biological threats is planned. One of the key points is the appointment of the Ministry of Natural Resources, Ecology, and Technical Supervision as the authorized state body on biological safety issues. The Minister of Natural Resources will be responsible for coordinating interactions with entities such as the Ministry of Health, civil protection services, hydrometeorology, the state material reserve system, customs authorities, as well as veterinary and phytosanitary control.
A unified digital platform for exchanging information about potential biological threats is also planned. Interaction with state bodies of the Eurasian Economic Union countries and international organizations is also provided.
The developed procedure includes measures for regulatory regulation and control over the handling of pathogens, licensing for working with biological materials, as well as conducting informational and educational activities with the population.
In addition, the project outlines preventive measures such as vaccination, sanitary and epidemiological activities, laboratory diagnostics, and risk monitoring, as well as the development of an early detection system for infectious threats.
The document introduces five categories of biological threat: critical, high, medium, acceptable, and low.
It also defines requirements for the physical security of potentially dangerous biological facilities, including access control systems, video surveillance, autonomous power supply, and waste disinfection methods.
The project also includes the creation of a register of biological agents, a system for their accounting and traceability, as well as regulations for the disposal of hazardous biological materials, including those that have been smuggled or have lost their properties.
The justification for the document states that its adoption will create a unified system for preventing biological threats, ensure the early detection of dangerous infections, and reduce the risks of biological emergencies.
