The city of Osh has doubled in size: About 239 million soms are allocated for the development of the master plan.

On March 4, during a session of the Osh City Council, Deputy Kutmanaly Abdrakhman uulu raised the issue of the current status of the development of the general plan for the city of Osh.

The Deputy Head of the Department of Urban Planning and Regional Architecture, Mirlan Ömüraliyev, reported that the general plan for the city is being developed by the department under the Ministry of Construction.

He added that:

“The approved general plan of the city, which was enacted in 2016, was valid until 2025. Due to the administrative-territorial reform, the city of Osh has doubled in size, and the term of the old general plan is expiring, so it needs to be revised. The department under the Ministry of Construction and local authorities have prepared a budget estimate amounting to 238 million 919 thousand 646.24 soms.”

K. Abdrakhman uulu inquired about how much money would be allocated from the budget for the general plan this year.

The First Deputy Mayor responded that 60 million soms are allocated in the local budget for the general plan.

The deputy requested clarification on the figures, reminding about the amount of 238 million soms mentioned by the architecture department.

Additionally, he pointed out that the buffer zone of Suleiman-Too occupies 5,000 hectares and asked what budget estimate has been developed for its concept.

Mirlan Ömüraliyev stated that the Ministry of Culture, Information, Sports, and Youth Policy approved an amount of 3 million 123 thousand 760 soms for assessing the impact of new construction works in the protected areas of the UNESCO World Heritage site “Sacred Mountain Suleiman-Too,” as well as for analyzing the concept of architectural development of the historical center of the city of Osh within the framework of the detailed planning project.

Abdrakhman uulu, referring to a case in Samarkand, emphasized the importance of Kyrgyzstan's reputation, which should be above any projects.

“In Samarkand (Uzbekistan), a 16-story building was constructed in a UNESCO-protected area, which was ultimately demolished,” he noted.

It was also pointed out that the amount may increase during the development of the general plan.
