At a recent meeting of the Osh City Council, a discussion erupted regarding the history and functioning of the municipal enterprise (ME) "Evacuator".

Deputy Aidar Kamalov requested a report from local administration representatives on when and on what grounds this enterprise was established.

Maksat Orozaliev, head of the economics and finance department of the Osh mayor's office, answered this question. He explained that "Evacuator" was founded based on the experience of Bishkek. "The main task of creating this enterprise is to streamline the work of the forced evacuation services and eliminate disorder in this area," he noted.

In government bodies, the institution is registered as the municipal enterprise "Evacuator Service of the Osh City Mayor's Office".

When Deputy Kamalov inquired about the timeline for the enterprise's operations, Orozaliev stated that the ME "Evacuator" began functioning in 2025.

Kamalov added that, as a participant in all council sessions during that period, he does not recall any decision being made regarding the establishment of this enterprise. "I attended all the sessions, but I knew nothing about this. Regardless of who created this enterprise, we have the right to request an audit of its activities," the deputy stated.

In November 2025, Turmush reported on the grand opening of a specialized parking lot under the municipal property management (MPM) of the Osh mayor's office.

This new impound lot occupies an area of 12,378 square meters and can accommodate 300 vehicles simultaneously. During the development of the territory, a two-layer asphalt surface 12 cm thick was laid over an area of 9,000 square meters.

Irrigation channels 90 meters long were installed, road markings were made, and a lighting system was mounted.

Additionally, a modern administrative building (office) was constructed, fully complying with construction and sanitary standards, with a connected sewage system.

The area is enclosed with "Euro-fencing", new gates were installed, and a 24-hour video surveillance system was set up.

The municipality then stated that vehicles parked in unauthorized places and violating traffic rules would be delivered to this impound lot. It was also reported that this is not the only similar facility in the city — the mayor's office plans to create two more similar parking lots in different parts of Osh to relieve the road network.

According to information from the mayor's office, a 1.5-hectare industrial land plot was illegally transferred to private ownership in 2005. The return of this property became possible as part of a campaign to deprivatize illegally sold assets. Subsequently, the returned plot along with the buildings was transferred to the balance of the Osh mayor's office as municipal property.
