Illegal hunting is a widespread problem throughout the country. For example, in the Chui region, it is quite easy to drive off the road, and immediately hunting grounds begin, where birds such as pheasants, chukars, and ducks are mainly hunted. In the Issyk-Kul region, illegal fishing is observed, while in the mountains, goats and mountain rams are hunted. In the Jalal-Abad region, where a reservoir is located, poachers set synthetic nets. This creates significant problems, as local residents depend on fish, and some rely entirely on illegal catches. "Nets are set at night and collected in the morning. There are also cases of nets being set even in rivers, where fry are caught, and the use of electric fishing rods, which causes enormous harm," noted Sagynov.
The deputy director added that last year the service strengthened its technical base by acquiring new vehicles, including SUVs, boats, drones, and thermal imaging cameras.
Sagynov emphasized that poachers use thermal imaging cameras for night hunting, which is a violation of the law, as shooting at night or in foggy conditions is prohibited. Hunters have switched to more modern methods, abandoning flashlights. Therefore, the service is also taking measures to improve its capabilities. In 2026, further development of the material and technical base is planned, including quality checks of coal and monitoring vehicle emissions.
Every hunter is required to have an official identification, be a member of a hunting union, and purchase permits. The state duty for a hunting ticket is 1,500 soms.
When obtaining an identification, the following must be provided:
- a certificate of no criminal record,
- 3x4 photographs,
- a certificate from a psychiatrist and narcologist.
“First, hunters must pass an exam, and then receive a hunting ticket. The procedure for obtaining a weapon permit is also regulated by the Ministry of Internal Affairs and includes checking for the presence of a safe in the home, as well as a check by the local police officer,” explained Azat Sagynov.
