
The plan includes a 50% discount on contract-based education for the children of Hero Mothers.
The Committee of the Jogorku Kenesh, which deals with labor, health, women's affairs, and social issues, has approved a draft resolution that proposes to provide state educational benefits to the children of mothers awarded the "Baatyr Ene" order.
According to this document, children of Hero Mothers who have given birth to and raised at least seven children will be granted a 50% discount on contract tuition fees when they enroll in their first higher professional education.
As stated in the justification for the initiative, this decision is aimed at ensuring social justice and equal access to education for all citizens. The authors emphasized that in large families, the financial burden is distributed among a greater number of children, making it difficult to pay for university education, the cost of which ranges from 29,500 to 288,500 soms, and in some cases reaches 7,500 dollars.
As of January 1, 2026, there are more than 31,000 mothers in Kyrgyzstan who have been awarded the "Baatyr Ene" order and receive an additional pension benefit.
The initiators believe that this discount will contribute to the training of qualified personnel, increase the level of education among youth, and strengthen state policy in support of families, motherhood, and demographic development.
