The deputy believes that a pedestrian can only be considered a person who is walking, while a scooter rider no longer falls into this category.

At a meeting of the committee of the Jogorku Kenesh, which deals with issues of law and order and anti-corruption, Dastan Bekeshev voiced the need to regulate the use of scooters and mopeds.

He noted that the simultaneous movement of scooters and pedestrians leads to an increase in the number of road traffic accidents.

“The number of accidents is growing, and this is causing concern. I propose to reconsider the definition of a pedestrian to avoid confusing it with those who move on scooters or mopeds. A pedestrian is only a person who is walking. A person on a scooter is no longer a pedestrian,” the deputy emphasized.

In addition, Bekeshev expressed surprise that his initiative was not supported and asked why the Ministry of Internal Affairs is against it, despite the identified increase in accident rates.

October Urmambetov, Deputy Minister of Internal Affairs, confirmed that the department agrees on the necessity of separating these concepts.

“We support the new definition and have already excluded scooter riders from the category of pedestrians — they are now considered separately,” he added.
