According to the draft decree prepared by local authorities and posted for discussion, Bishkek is facing a serious shortage of parking spaces. This leads to chaotic parking on sidewalks, lawns, and roadways, significantly reducing road capacity and posing a threat to pedestrians.
The situation negatively affects the ecology and traffic conditions, exacerbating the parking shortage.Local authorities emphasize that the problem is worsened by the actions of some citizens who regularly park their cars in green zones and on plots designated for landscaping. This causes serious damage to the city's greenery and disrupts urban development. Additionally, improperly parked vehicles contribute to traffic congestion.
According to the Law "On Normative Legal Acts of the Kyrgyz Republic," the president has the right to introduce temporary measures to regulate public relations for up to one year to test new initiatives, noted the proponent of the proposal.
The municipality is confident that the adoption of this decree will help reduce the load on the road network, create comfortable conditions for car owners, and enhance road safety in Bishkek. If the proposed project is successfully implemented, relevant regulatory acts may be developed in the future.
If the decree is signed by the president, the city hall is proposed to:
- develop procedures and tariffs for organizing parking spaces by owners of individual residential houses on designated land plots;
- upon receiving positive results from the pilot project, prepare drafts of regulatory acts that will grant individual house owners the right to organize parking spaces.
