The authorities of Bishkek propose to allow parking in the yards of private houses.
According to the proposed plan, the pilot project will start on March 1, 2026, and will last until February 1, 2027. Owners of private houses will be granted the right to organize parking on their land plots designated for individual housing construction.
The explanatory note emphasizes that Bishkek is experiencing serious problems with a lack of parking spaces. The capital has 468,000 registered vehicles, and considering the daily flow of traffic, the total number of cars reaches 700,000. This leads to disorderly parking on roadways and lawns, creates traffic jams, and threatens road safety.
The city administration has been tasked with developing a procedure for providing services and establishing tariffs for the use of parking spaces. In the event of successful implementation of the pilot project, Bishkek will need to prepare amendments to legislative acts to implement this practice on a permanent basis.
