The deputy believes that homeowners' associations have lost the opportunity to generate income for the maintenance of their buildings.



At a recent meeting of the committee of the Jogorku Kenesh, which deals with science, education, and youth policy, a draft law concerning amendments to the Law "On Advertising" was discussed.

Deputy Dastan Bekeshev proposed an initiative to allow homeowners' associations to install LED screens on the facades of high-rise buildings located in the sleeping areas of the capital.

He also reminded that in 2024, a resolution was adopted by the Bishkek City Council regarding the design code, which permits the installation of LED screens only for shopping centers, while it is prohibited for other facilities.

According to Bekeshev, previously homeowners' associations had the opportunity to generate income from advertising placed on the roofs and facades of residential buildings, but now this is completely prohibited.

“They refer to architectural norms and fire safety requirements, but allow it for shopping centers. How can it be explained that commercial buildings, other than shopping centers, cannot obtain permission? I understand the restrictions on highways due to the passage of delegations, but why does this ban apply to everything?” the deputy expressed his confusion.

Dastan Bekeshev also noted that homeowners' associations are seeking financial assistance, but he has no means to help them.

In turn, Bishkek's vice-mayor Azamat Kadyrov emphasized that the goal of developing the design code was to improve the external appearance of the capital. He warned that if advertising placement is not coordinated with local authorities, it could lead to haphazard installations and a deterioration of the city's appearance.

“We are against the installation of LED screens on highways, but we are ready to consider the possibility of placing them on internal streets that do not lead to central highways,” the vice-mayor added.

Kadyrov explained that shopping centers can install screens because they are initially designed as commercial facilities.

“Many residential buildings of homeowners' associations were built during the Soviet era, and their technical condition must be taken into account. Are the structures capable of withstanding additional loads? If installation is allowed without considering all factors, it will lead to disorder,” he noted.

During the discussion, most committee members spoke out against the proposed draft law.

As a result of the vote, the draft law was not approved by the committee.
