Bekeshev proposed to bring back LED screens on buildings so that homeowners' associations could earn money from advertising.

Deputy Dastan Bekeshev proposed allowing the installation of LED screens on multi-story buildings. This initiative was considered by the committee of the Jogorku Kenesh on science, education, and information technologies on March 2 in the first reading.

Bekeshev reminded that a ban on placing such advertising structures on the streets of the capital was previously introduced by the president. He believes this was a justified step, as Bishkek must adapt to new advertising standards in the modern world. However, the deputy noted that the authorities, without delving into the details, banned the installation of LED screens for everyone except large shopping centers.

In Bekeshev's opinion, homeowners' associations (HOAs) should have the right to install LED screens on their buildings if they are not located along the main roads of the city. He is convinced that such income will help HOAs improve landscaping and carry out repairs in their buildings.

He also added: "The constitution establishes that a ban on economic activity can only be imposed based on law; however, the city hall and the Bishkek City Council imposed such a ban through their resolutions. As a result, HOAs are forced to seek funding from the state for the repair of entrances and other needs."

Some deputies expressed concerns that this could lead to disorder in Bishkek, while others supported the need to promote entrepreneurship development.

The committee chair Toktobubu Ashimbaeva noted that there are serious contradictions in the draft law, and if they can be resolved in the second reading, the concept of the draft law may change. Ultimately, the committee rejected the proposed amendments to the advertising law.
