Results of 2025. The Chairman of the Supreme Court condemned fraudulent payments in the administrative court of the Osh region.
On February 27, 2025, the Chairman of the Supreme Court of the Kyrgyz Republic, Mederbek Satyiev, held a meeting to summarize the work of the local courts in the Osh region for the previous year.
Judges of the Supreme Court were present at the event, including Bolotbek Batyraliev, Lepes Temirbekov, Bakyt Usubaliev, Kumushbek Joomartov, Bolotbek Akmatov, as well as the advisor to the chairman Ruslan Myrzalimov, the director of the Judicial Department Bakyt Kurmanaliev, the director of the Higher School of Justice Erkinbek Toktomambetov, and the chairman of the Osh Regional Court Erlan Asanov, along with judges from local courts.
In his speech, Satyiev emphasized that the quality of justice depends on the professionalism of judges and their ability to apply the laws fairly and consistently. He highlighted that uniformity in judicial practice is an important condition for the stability of law enforcement and the trust of citizens in the judicial system.
The chairman called on judges to conduct careful and objective analyses of each case, noting that judicial decisions must not only be legal but also justified. He also pointed out that justice is a fundamental element in protecting the rights of citizens and a measure of the rule of law.
Satyiev criticized recent cases in the administrative court of the Osh region related to salary payments to non-existent employees, calling it a serious violation that undermines the state budget and may lead to criminal liability.
During the meeting, Erlan Asanov presented a report on the work of local courts, stating that in 2025, 45,870 cases were filed in the courts, of which 42,422 were considered. This is 6,136 cases more than in 2024, when 39,734 cases were registered.
Additionally, 86 private rulings were issued to eliminate violations of legislation by various organizations and institutions.
For their successful work and high approval rate of judicial acts, the chairman thanked the judges and heads of local courts.
Satyiev also expressed concern about judges with low performance indicators, calling for measures to enhance their professionalism. He emphasized that problems should not be hushed up, and a thorough analysis of each case is necessary to identify and address the causes of violations.
Furthermore, he set the task for judges to actively participate in training events to improve their qualifications.
In 2025, local courts in the Osh region dealt with numerous cases in categories such as child support evasion, theft, fraud, hooliganism, as well as cases related to narcotics and divorces.
The meeting also discussed issues of automating case distribution processes, implementing audio and video recording systems, as well as personnel policy and providing courts with necessary resources.
Satyiev noted that all discussed issues require practical implementation and cannot remain just words.
In conclusion of his speech, the chairman emphasized the importance of ensuring the openness of justice and conducting explanatory work, understanding the high responsibility of the judge's profession.
