According to information from local authorities, the internal engineering networks of the building, including electrical systems, are considered common property of the owners, and their maintenance falls on the residents, as stated in the Housing Code.

As explained in the response to the deputy by Vice Mayor Ramiz Aliev, the power cable that supplies electricity to the elevator equipment is also part of the internal electrical networks and is considered common property. The municipal enterprise "Bishkekgorlift" is responsible for the technical maintenance and operation of the elevators within the framework of the contracts concluded, but the internal electrical networks are not included in their obligations unless otherwise specified in the contract.
The city hall notes that replacing the cable is necessary if it does not meet the requirements for power and load, to ensure the safe and uninterrupted operation of the elevators.
By 2026, "Bishkekgorlift" plans to replace one hundred elevators.
