Among the proposals in the documents:
- the creation of a system for exchanging information about the incomes of foreigners between tax authorities and the Ministry of Internal Affairs, as well as the interaction of the passport and visa service of the Ministry of Internal Affairs with the multifunctional migration center "Sakharovo" in Moscow;
- the introduction of an obligation for migrants to provide for themselves and their families at a level not lower than the subsistence minimum established in the relevant region of Russia;
- the establishment of legal grounds for the annulment of work permits and migration statuses if the presence of income cannot be confirmed, which will lead to the termination of employment contracts with citizens of EAEU countries.
In addition, it is planned to grant territorial bodies of the Ministry of Internal Affairs of the Russian Federation the authority to verify the incomes of foreign citizens. Based on the results of such checks, a decision may be made to reduce the duration of temporary stay for migrants.
Also, as part of these initiatives, the Russian government intends to significantly increase the minimum wage for highly qualified specialists.
The draft laws are planned to come into effect at the beginning of next year.
