Children of Heroine Mothers to Receive a 50% Discount on Education
According to this document, it is proposed to establish a 50% discount on tuition fees for this category of students in higher educational institutions of Kyrgyzstan, regardless of their ownership form and departmental affiliation. This benefit will only apply during the first stage of obtaining higher education.
The project requires the Cabinet of Ministers to develop the necessary regulatory acts for the implementation of the benefit, as well as to determine the procedure for its provision. The Ministry of Science, Higher Education, and Innovations has been tasked with developing a mechanism for accounting for the recipients of the discount and its application.
The explanatory note emphasizes that mothers who have been awarded the title of "Batyr Ene" play an important role in the demographic development of the country and in the upbringing of youth. As of January 1, 2026, the status of "Batyr Ene" has been conferred upon 31,302 women.
The authors of the initiative, including several deputies, emphasize that large families face increased financial burdens, and the high cost of education—ranging from 29,500 to 288,500 soms per year (up to $7,500 in some universities)—significantly limits children's opportunities to obtain higher education.
The developers believe that the introduction of this benefit will be an important step in social support and will contribute to the training of qualified specialists.
Control over the implementation of the resolution is proposed to be entrusted to the relevant committee of the Jogorku Kenesh.
