It became known that the main achievement of the year was the approval of the Digital Code, which is the first comprehensive regulatory document concerning the digital sphere in the republic.
Digital Code and Artificial Intelligence On July 31, 2025, the Digital Code of the Kyrgyz Republic was signed, laying the legal foundation for digital development.
The document defines the rules for the application of artificial intelligence, establishes risk assessment methods, and designates a coordinating body. It also addresses issues of digital identification, the use of big data, the protection of citizens' rights, and the creation of regulatory sandboxes.
The ministry noted that this was an important step towards forming a National Digital Ecosystem.
Electronic Document Management and Governance Within the electronic document management system "SED Infodocs," 33.7 million documents were registered, and the number of users reached 162,000.
In addition, a reform of digital transformation management was implemented, which includes the introduction of the "digital deputies" institution in all government agencies and the creation of a personnel reserve.
Personnel and Cybersecurity In 2025, more than 1,000 civil servants underwent training in digital literacy programs, including regional training and the "Train the Trainer" format.
National cyber exercises were also conducted with the participation of 300 specialists.
Priorities for 2026 For 2026, the ministry intends to focus on the following areas:
- the implementation of artificial intelligence in the public sector;
- the development of data-driven governance;
- the modernization of digital platforms;
- the reengineering of public services;
- the strengthening of cybersecurity.
