Residents of the social town in the Moscow district request clarifications on electricity billing

Residents of the social town in the village of Petrovka, located in the Moscow district of Chui region, expressed dissatisfaction with excessively high electricity bills.
Petrovka, which serves as the administrative center of the Tört-Gül rural district, was chosen for the construction of the social town in 2017, where 20 families currently reside. At a recent meeting with the presidential representative in the region, Azamat Osmonov, town resident and single mother Aida Chodueva raised the issue of inflated electricity tariffs. She noted that the problem has not been resolved for eight years: “Every month we receive bills from the RES with overcharges of 20,000 to 30,000 soms. The RES refers to the ayil okmotu, and that one refers to the akim,” she said.

The presidential representative in Chui region instructed the akim to clarify the situation. In response, district head Niyazbek Kozyuev stated that the social town was built without adhering to the necessary standards and requirements. “The construction was organized by sponsors, and as a result, the building does not meet the requirements. Because of this, no one wants to take responsibility. However, we are taking measures to resolve this issue,” he added.

Aida Chodueva also appealed to the authorities to remove unnecessary surcharges and charge only for the actual electricity consumed, emphasizing that there are many people with disabilities and single mothers among the residents.

The head of the Tört-Gül ayil okmotu, Jenish Baisuldaev, noted that the construction of the social town took place in 2017. “The buildings were constructed from concrete blocks, and at that time, even a project had not been developed. Therefore, the issue of demolition was considered,” he reported.

As a result of the meeting, the presidential representative ordered the creation of a commission for further investigation of the situation.

Later, R. Choybekova, another single mother from the town, recorded a video appeal in which she spoke about her difficulties. “I have five children, I am not working and have not received benefits for seven years. I used to pay 500–600 soms, but now, even with strict savings, the amount reaches 1,500 soms. Considering this mysterious surcharge, the bill exceeds 3,000 soms. I cannot afford to pay this. Please help,” she appealed for assistance.

Aida Chodueva also reported receiving a bill from the RES in January 2026 for 43,810 soms. “According to the meter readings for 20 families, the total amount should be 23,725 soms. But the RES issued a bill for 43,810 soms. How can the difference of 20,085 soms be explained? Who is supposed to pay this? Where did this extra money come from?” she added.
