During the discussion of the bill concerning the testing of drivers on their knowledge of traffic rules, he noted that it is necessary to increase the number of video cameras on highways, as practice shows that this helps to reduce the number of violations. Kylychbaev emphasized that creating conditions for safe road traffic is primarily the responsibility of the state.
He added: "I would like not only citizens to be educated, but also the state itself to take measures to improve the condition of the roads, install signs, and create necessary conditions. In some places, signs are completely absent. We focus on the responsibility of citizens, but support from the state is also necessary. Pay attention to the condition of the roads between Bishkek and Osh, as well as Jalal-Abad — this also leads to numerous accidents."
Deputy Minister of Internal Affairs Adylbek Biibosunov responded that every driver is obliged to comply with traffic rules, regardless of the presence of an inspector on the road.
He also noted: "You are right, indeed, some sections of the roads do not meet the established requirements. The State Traffic Safety Department has sent directives to the Ministry of Transport, and we hope that work in this direction will be carried out."
