In Karakol, at the Alley of the Navy, memorial plaques were unveiled dedicated to the first outstanding figures of the country: Nurkemil Zheenaliev — the first sailor of Kyrgyzstan, and Marat Temirov — the first vice-admiral of Central Asia. This event was organized by the Union of Veterans of the Navy.
Nurkemil Zheenaliev, who is also a veteran of the Great Patriotic War, was the first Kyrgyz sailor and served in the Baltic Fleet. For his heroic deeds during the war, he was awarded the Order of the Red Star, as well as medals for "Bravery," "For the Capture of Berlin," and "For Victory over Germany."

Marat Temirov became the first Kyrgyz to be awarded the title of Rear Admiral of the Soviet Union in 1987, according to a decree of the Council of Ministers of the USSR. He served on a nuclear submarine in the Northern Fleet. In 1997, he was granted the title of Vice-Admiral by the President of Kyrgyzstan, making him the only person in the history of the republic to hold such a title. A diving boat RVK-1328 was named in his honor — "Vice-Admiral Temirov."
