
Kubanychbek Omuraliev, acting Secretary General of the Organization of Turkic States, and Hans Henri P. Kluge, Regional Director of the World Health Organization for Europe, signed a new Action Plan for 2026–2027. This document aims to implement the Memorandum of Cooperation concluded between the OTS and the WHO European Office.
Within the framework of the signed agreement, the main areas of cooperation have been defined, including enhancing preparedness for health emergencies, developing response mechanisms, implementing digital technologies, training personnel, and strengthening institutional structures. There is also an emphasis on environmentally sustainable approaches in healthcare facilities.
The plan envisions joint efforts to strengthen health systems in the participating countries, ensure sanitary and epidemiological safety, prevent non-communicable diseases, promote active aging policies, and minimize climate factors affecting public health.
This document establishes clear guidelines for long-term cooperation and creates a practical basis for joint projects with specific, measurable outcomes. The signing of the Plan confirms the parties' commitment to expanding partnership and improving coordination in the field of public health.
The Organization of Turkic States (OTS) is an intergovernmental association that includes Azerbaijan, Kazakhstan, Kyrgyzstan, Turkey, and Uzbekistan. It was founded in 2009 and has carried its current name since 2021. The headquarters is located in Istanbul.
The OTS is seen as a platform for deepening integration among Turkic states and coordinating their positions on the international stage.
