This document is created to eliminate the legal gap that has existed for more than ten years following the repeal of previous regulations, in accordance with Articles 18 and 20 of the Law "On Air Protection."
The goal of the new procedure is to establish uniform rules for monitoring emissions from motor vehicles and other mobile sources, taking into account modern realities.
According to the draft, control will be carried out by the Service for Environmental and Technical Supervision, which will outline the requirements, inspection procedures, and mechanisms aimed at preventing and reducing the negative impact of transport on the atmosphere.
In the explanatory note, the agency emphasizes that with the increasing number of cars, the burden on the environment is growing, and relevant instructions for monitoring emissions have been absent since 2009. The new procedure is intended to enhance the effectiveness of control, systematize law enforcement, and strengthen environmental safety.
