
The initiators believe that this innovation will significantly simplify the process of obtaining a civil passport for minors.
At a meeting of the Committee of the Jogorku Kenesh, which deals with issues of science, education, innovative development, and culture, a proposal was considered to amend the law concerning external migration.
The initiative was presented by the Deputy Head of the President's Office, Almaz Raimbekov.
He noted that currently, for children under 16 years old to obtain a civil passport, the consent of both parents is required. However, in some cases, this can cause difficulties.
For example, if one of the parents is abroad, ignores their responsibilities, or there are conflicts between the parents, it can be impossible to determine the whereabouts of one of them.
In such situations, negative consequences arise for the children.
"Young citizens cannot travel abroad for education or to participate in competitions, Olympiads, and other educational events. They also face difficulties when needing medical assistance or participating in sports competitions," he emphasized.
According to Raimbekov, the new bill will allow citizens of the Kyrgyz Republic under 16 years old to obtain a civil passport based on the application of only one parent.
This step will significantly simplify the passport acquisition process for minors and improve the quality of public services provided in this area.
The deputies expressed their support for the proposed bill.
