The administration of the president has developed amendments to the Criminal Code of the Kyrgyz Republic. The draft law is available for public discussion.

Initiators emphasize that in accordance with the Constitution and international standards, the right to life is a fundamental right of every person and is protected by law. No one has the right to arbitrarily deprive another of life.

Currently, there is a recorded increase in serious crimes against women and children in Kyrgyzstan, including rapes and murders, which raises serious concern among both citizens and state structures.

Statistical data indicate that the protection of children and women from serious crimes remains relevant. Official figures do not reflect the real state of affairs, and cases of violence against children and women continue to rise, often remaining unregistered.

The facts of violence published in the media have become commonplace, and society no longer reacts to them with shock, which is alarming. It is necessary to establish clear boundaries beyond which individuals committing violent acts against children and women must be excluded from society and subjected to strict punishment, the authors of the initiative assert.

In light of the growing number of serious crimes against children and women, which cause irreparable harm to the fates of victims and their loved ones, the draft law proposes amendments to the Criminal Code establishing punishment in the form of life imprisonment with confiscation of property for the following crimes:

It should be noted that President Sadyr Japarov had previously proposed to reinstate the death penalty for particularly serious crimes against women and children. This proposal was a consequence of the murder of 17-year-old Aysulu Mukasheva, who was abducted and subjected to violence on September 27 in the Issyk-Kul region, causing widespread public outcry. However, in mid-October, a group of international human rights defenders condemned this proposal, noting that the reinstatement of the death penalty violates the Constitution of Kyrgyzstan and the country's international obligations, without contributing to a reduction in the level of violence. Later, the Constitutional Court deemed the reinstatement of the death penalty in the country unacceptable.
