Vice Mayor of Bishkek Ramiz Aliyev commented on the shooting of dogs in Novopavlovka

At a meeting of the Environmental Council, Ramiz Aliyev, the Deputy Mayor of Bishkek, discussed a recent incident involving the shooting of dogs in the MTU "Novopavlovka" area. He noted that the video capturing this incident has caused significant public outcry and attracted numerous complaints from citizens to the city hall.

“I saw this video, and many people commented on it. In the coming days, I plan to visit the scene to better understand the situation, although my colleagues have already been there,” Aliyev said.

The vice mayor also reported that the city authorities are preparing new regulations regarding the maintenance and care of pets.
In Bishkek, there are over 20 addresses where 40-50 animals are kept in apartments and private homes. In one case, more than 120 dogs were found in a house.
“Some call such people Plushkins, others call them animal rights activists, but the conditions in which these dogs live are concerning. They are forced to eat each other out of hunger. Neighbors also face difficulties living next to such houses, leading to problems, including shootings,” the vice mayor added.

Aliyev acknowledged that shooting dogs is an inhumane solution, and most European countries use more humane methods, such as creating shelters. A meeting with animal rights activists has already taken place at the city hall, where new rules for pet care were discussed.

Among the proposals made at the meeting were a ban on dog fighting, the designation of areas for dog walking, and setting limits on the number of animals in apartments and private homes.

“If it’s an apartment, it’s acceptable to have one or two dogs. In a private house, a few more. But a limit needs to be established,” Ramiz Aliyev explained, noting that this initiative has faced criticism from some citizens.

The vice mayor also advocated for mandatory registration of pets, their vaccination, and control over breeding. According to him, one of the reasons for the increase in the number of stray dogs is the irresponsible behavior of owners who abandon their pets.

He specifically pointed out the problem at the dog market near the Osh market, where up to 50 puppies remain unsold each week and end up on the streets, creating additional problems for the city.

According to Aliyev, employees of the municipal enterprise "Tazalyk" go out to catch dogs primarily based on requests from areas where schools, kindergartens, and other public places are located. The city records up to two or three bite incidents per day.

In this regard, the introduction of mandatory registration for pets is proposed.

“If you live in the city and have a pet, you must register and vaccinate it,” the vice mayor emphasized, adding that he also has a dog.

There is also consideration of creating temporary isolation facilities—mini-shelters where animals can be kept for three to five days while searching for new owners.
However, it is currently impossible to completely eliminate the shooting of dogs, as Ramiz Aliyev noted.
“That would be a deception. We need to create conditions: registration, shelters, vaccination. These are real measures,” he stated.

When asked about the legality of shooting with firearms on private property, the vice mayor added that law enforcement agencies have already assessed the specific incident.

Recall that in Novopavlovka, employees of "Tazalyk" conducted a shooting of animals right in the yard of one of the residents, which attracted the attention of law enforcement, animal rights activists, and local residents.
