Nurlan Sadykov: The Reform of the State Committee for National Security Will Be a Test of the State's Maturity

President Sadyr Japarov recently announced an upcoming reform of the State National Security Committee (GKNB), which is due to the outdated approaches used by law enforcement agencies. This statement emphasizes the need for changes in the system.

Lawyer and chairman of the Abdykerim Sydykov Foundation, Nurlan Sadykov, in an interview with 24.kg, compared the proposed measures to the "political thaw" of the Soviet Union era, when citizens suffered from repressions carried out by the NKVD for their opinions.

“If in the past the NKVD persecuted people for their political views, now there is pressure on business. Unlawfully initiated criminal cases not only negatively affect the fates of individual citizens but also block the functioning of the state system, as officials, frightened by possible repressions, hesitate to make independent decisions,” he stated.

For example, the law on "dacha amnesty" adopted in 2024 has not yet been implemented, as state registration employees fear the consequences, even when all legal norms are followed. These fears hinder the country's development and create uncertainty among civil servants about the future,” Sadykov added.

In this context, the lawyer raises important questions: “Why has the prosecutor's office not exercised proper oversight over the activities of the GKNB?” and “Why have the courts not shown courage in assessing the actions of law enforcement?”
“The resignation of the speaker of the Jogorku Kenesh indicates the president's critical attitude towards insufficient parliamentary control. Effective parliamentary oversight of the implementation of legislation is necessary in the system of public administration. We cannot allow a situation where the balance of power is disrupted, allowing officials to simultaneously perform the functions of both security and police, while also controlling the judicial system,” he noted.

Thus, Nurlan Sadykov emphasizes that the president's concern about the need for reform of the GKNB is relevant, as society expects the actions of law enforcement agencies to comply with the law.
