Foreign beggars in Kyrgyzstan will be fined and deported
The Ministry of Internal Affairs proposes to introduce a fine of twenty thousand soms and deportation for repeat offenses.
In Kyrgyzstan, there are plans to tighten legislation regarding begging. The report accompanying the Ministry of Internal Affairs' draft law notes that there is a growing number of people engaged in this phenomenon in Bishkek and Osh, which raises serious concern.
The proposed measures will apply not only to foreign citizens but also to persistent beggars and those who ask for money on the roads.
Importantly, truly needy citizens who do not exhibit aggression and do not disturb passersby will not be subject to these sanctions.
In the case of repeat offenses, foreigners will face deportation from the country.
Additionally, measures are provided for punishing the involvement of vulnerable groups, such as pregnant women, minors, and people with disabilities, in begging.
The Ministry of Internal Affairs emphasizes that these changes are aimed at reducing street begging and protecting those who may be exploited for selfish purposes.
