
The Ministry of Economy and Commerce has proposed blocking websites and social media accounts that conduct prize draws, monetary giveaways, and real estate lotteries. This draft law has already been submitted for public discussion.
The agency noted an increase in cases of illegal lottery organization and binary options, which are often disguised as advertising campaigns or charitable initiatives. Citizens are lured by enticing offers of winning large sums of money, valuable prizes, and even cars; however, such actions violate current legislation.
Considering the identified risks, the ministry proposes to strengthen state control and adopt additional measures to combat illegal practices, as well as to raise the level of financial literacy among citizens. Among the proposed sanctions are fines ranging from 50,000 to 100,000 soms and imprisonment for a term of 3 to 5 years.
Telecommunication operators and internet providers will be required to restrict access to the mentioned resources within 24 hours of receiving a notification with a court decision.
Additionally, banks, payment systems, and virtual asset service providers will be required to block transactions related to binary options and provide relevant information to financial intelligence authorities.
It should be noted that these restrictions do not affect promotional lotteries.
